Payroll Issues, Power Rankings, Starving for a Pennant

When you look at the list of MLB payrolls for 2009, you’ll see that certain teams spend twice as much as a lot of other teams.  It’s pretty crazy to see that only nine teams spend over $100 million and just one spends over $200 million.  It doesn’t make sense to me why the league allows such a difference in this regard.  Salary cap anyone?
